Whalaska's one genuine roaming zone is the Isle of the Glacial Core (5_2_island_iceblock) at Lv 50–60, in the far north.
Most of its spawn sheet is fishing spots — eight of them — plus the Astral Mountains Cavern dungeon at Lv 42–44 and a Lv 55 alpha north of the Land of Absolute Zero. Fishing is genuinely the easier route to one.
