The reason it belongs in a base anyway is Guardian of the Snowy Mountain: every other Base Pal gains +1 Transporting rank while it is around — and the buff is flat at all five partner ranks, so a freshly caught Lv 1 Wumpo gives the same effect as a maxed one.
Where to find Wumpo
Wumpo roams the Astral Mountains snowfields across three spawn bands — snow_red_A at Lv 45–48, snow_red_C at 46–49 and snow_red_E at 48–52.
A Lv 45 alpha sits in the Astral Mountains Cavern dungeon, and a high-level population appears on the World Tree map at Lv 80. It also turns up at the Black Marketeer at roughly 41% if you would rather pay than climb.

Researchers tried shaving one to find out what was underneath. What they found was more hair — the Paldeck reports that in the end only hair was left, "as if that was all there was to begin with". Palworld quietly filing a creature under "unresolved" and moving on.
Innate Heavyweight means no knockback. It keeps hauling through a base raid that scatters everything else.
The +1 Transporting applies to the others, not itself. Do not expect a Lv 7 Wumpo.
